Unable to apply permissions on public folders with Exchange 2016 CU8

This article describes an issue with Exchange 2016 CU8 whereby permissions applied on public folders appears to be applied, but are not actually applied. This article also describes the resolution for this issue.


Applying permissions on public folders appears to work, but the permissions are not actually applied.


This problem is specific to Exchange 2016 CU8.

Permissions are correctly applied by Folder Permissions Manager using Exchange Web Services, but Exchange 2016 CU8 does not actually apply the changes.


Upgrade Exchange 2016 to Exchange 2016 CU9 or newer.


The problem is due to a problem with Exchange 2016 CU8.

The problem is resolved as described above.
